Washington state’s 2025-27 budget process is underway. The Washington State Legislature is currently in session and working on the next biennial budget. Governor Ferguson released his operating budget proposal, and the House and Senate are expected to share their versions soon. Throughout this process, the primary goal for the SCC remains clear: to limit impacts to conservation district and SCC agency employees and our ability to effectively carry out our joint mission.
The Office of Financial Management (OFM) projects a $15 billion gap between revenue and budget commitments over the next four years. In response, Governor Inslee initially directed agencies to propose budget cuts. Governor Ferguson followed up with a directive for an additional 6% reduction in general fund operating budgets, and negotiations have continued from there. The Governor’s current proposal includes an 8% cut to SCC’s general fund operating budget.
Governor Ferguson’s current budget plan includes a total $7 billion reduction, with specific details for SCC available in the 2025-27 budget report (pg. 110).
The proposed cuts include:
· Science Hub funding.
· Reduction to Sustainable Farms and Fields program funding.
· Reduction to Riparian Plant Propagation Program funding.
· Engineering funding above and beyond the amount to keep the engineering areas functioning.
· SCC’s request for a Tribal Liaison.
· Agency operations funding impacting travel and training.
Governor Ferguson also proposed furloughs for state employees. Those savings are not reflected in these materials.
What’s Next?
Legislators will ultimately determine agency budgets and any potential reductions or new tax policies. With nearly two months remaining in the legislative session, more changes to budget documents are expected. SCC will continue to provide updates as the process unfolds.
