SCC advertises its bid opportunities on WEBS, the state’s procurement announcement system. Information on WEBS is available at the Department of Enterprise Services.

Minority, Women & Veteran-Owned Businesses

SCC encourages participation in its bid opportunities by minority and women-owned business enterprises certified by the Office of Minority and Women’s Business Enterprises (OMWBE); and veteran-owned businesses certified by the Department of Veteran’s Affairs (DVA).  For more information on the certification process for these agencies, please see OWMBE’s Certification page; and DVA’s Veteran-Owned Businesses page.

Supplier Diversity

Supplier Diversity Forecasted Needs Report 2024

In compliance with Department of Enterprise Services Supplier Diversity Policy DES-090-06 the State Conservation Commission has compiled a Forecasted Needs Report for all non-competitive and competitive purchases for the upcoming fiscal year. This needs report summarizes the annual forecasted needs for all competitive, sole-source, and non-competitive procurements for single purchases in excess of $20,000. SCC is working to encourage and facilitate the purchase of goods and services from small, diverse, and veteran-owned businesses to the maximum extent possible.

Contract Compliance & Payments

The Washington State Conservation Commission (SCC) updated the SCC Grant & Contract Policy and Procedure Manual in July 2024.

Contractors should use this document as a reference for questions relating to SCC financial procedures. Please contact Nicole Boyes with questions regarding contract processes or billing.
