Voluntary Stewardship Program

What is the Voluntary Stewardship Program? The Voluntary Stewardship Program (VSP) is a new approach for counties to participate in a watershed-based, collaborative stewardship planning process. VSP uses incentives to promote agricultural and environmental stewardship. The program passed into Washington law in 2011 (ESHB 1886) as the result of an ongoing effort to advance common goals for environmental protection and agricultural viability using regulation as a last resort. VSP Advisory Committee RCW 36.70A.745, Statewide advisory committee – Membership states “the commission shall appoint a statewide committee, consisting of: Two persons representing county government, two persons representing agricultural organizations, and two persons representing environmental organizations. The commission, in conjunction with the governor’s office, shall also invite participation by two representatives of tribal governments.” View the list of appointed members.

What is the role of a district? Conservation districts will have a key role to play in the program. Once a county opts-in, they must designate the priority watershed then designate the lead organization to coordinate with other local entities in developing the work plan. This lead organization may be a conservation district. The work plans are to identify critical areas on ag lands, then develop an outreach plan to contact landowners and offer incentive programs to address the critical areas. These landowner contacts may be led by a conservation district. You can review a memo describing the role of conservation districts in the program here.
